In order to enable SIP registrar functionality, use the registrar server command in SIP configuration mode. By default this is disabled on CME routers.
The following partial sample output from the show running-config command shows that SIP registrar functionality is set:
voice service voip
allow-connections sip-to-sip
sip
registrar server expires max 1200 min 300
